You're right; the Hook Model (a behavioural design framework) primarily focuses on creating a solution to a known issue (or increasing the CLV in this case).
The first diamond of the Double Diamond framework could help teams understand and define user behaviours, including motivations (trigger), existing actions, and the kind of rewards that might keep them incentivised for repeated product usage.
Then, the second diamond of the Double Diamond could help teams generate and validate solutions for achieving the target behaviours.
Your idea of combining the Hook Model with other frameworks is a nice callout! It demonstrates that different frameworks can help achieve different outcomes and that there is no one-size-fits-all approach.
